In September 2009 a U.S. federal court ruled that Westchester County - a predominantly white suburb of New York City - must build 750 low-rent housing units for black tenants. This film explores the political and social tensions that arise as one group worries about future value of its property, while another looks forward to the dreams promised by the civil rights movement forty years ago.
